In the 12th century European smiths could easily make and temper spring steel. The proof of this is the widespread use of steel crossbows. You cannot make a steel crossbow without spring steel. I disagree with the education part in Medieval Europe. Blacksmithing guilds existed since the 11th century. Training and quality control was centralizes to a certain extent.

Children - there is absolutely NO SUCH THING as cheating. To even harbor that thought is foolish. Since the beginning of time, anyone crafting anything used whatever means possible to make a better creation. "Knife making is tooling". Period. How can you consider "hand crafting" when using an electric variable speed grinder in the first place? You're only fooling yourself.
